Executive Director of SBA & Finance

Joyce serves as Executive Director of SBA working with potential small business owners, the federal and local government 504 program departments and local lending institutions to provide financing to companies that cannot structure a conventional loan.  A $29 million portfolio for the WBDC and growing is the daily responsibility of the Executive Director which includes servicing and new loan work ups under the 504 standard operating procedures.

 

The Small Business Administration (SBA) 504 program offered thru the WBDC Certified Development Company meets our company mission to serve as an innovative and leading force in the economic development of the City of Worcester and the region, resulting in job creation and tax base expansion.

 

As Executive Director of SBA & Finance for the WBDC for the past 16 years, Joyce has accounted, structured and implemented the financial reporting, personnel and office policies for the Worcester Business Development Corporation (WBDC), New Garden Park, Inc. (NGP, Inc.), 20 Franklin Street Master Tenant and 20 Franklin Street QALICB creating and communicating the financial statements, budgets and office procedures for both companies to the employees, senior management, officers, board of directors, and committee members. With over $10 million dollar combined budgets of operations, projects, and investment accounts, the ongoing growth and strength of the company to reinvest in future projects is a continual goal.

 

Prior experience with a National Medical Company for 11 years, Ms. Stewart’s skills for developing, instituting and complying with the accounting procedures of an independent division for the company were developed. The business of building and general contracting work for a local General Contractor and a Telecommunications Company that serviced private, public, state and federal municipalities broadened her knowledge base of various office and accounting responsibilities.  Ms. Stewart graduated from Framingham State College.
